INVITATION TO FURNISH EQUIPMENT
REQUEST FOR PROPOSALS
The City of Oak Ridge, Tennessee, hereinafter called the OWNER, through Jacobs Engineering, hereinafter called the ENGINEER, is requesting proposals to furnish and deliver a Membrane Filtration System (System). The System includes, but is not limited to, the following items: microfiltration or ultrafiltration low pressure membrane equipment suitable for the production of 16 million gallons per day (MGD) of potable water for the specified conditions. The membrane system equipment will also include, but is not limited to, pre-screens and strainers, membrane trains consisting of modules, membrane support frames, feed pumps, backwash pumps, pre-filters, membrane Clean-In-Place (CIP) system, chemical day-tank storage and feed systems, low pressure process air blowers, air compressors and receivers, piping, valves, instrumentation and control systems, spare parts, delivery, and various field services.
The Request for Proposal (RFP) provides detailed information on what the Proposer is to include as part of the proposal for the membrane filtration system. The RFP may be obtained electronically from Lyn Majeski, firstname.lastname@example.org.
DAVIS-BACON ACT and AMERICAN IRON AND STEEL REQUIREMENTS
This project may be funded by a State Revolving Fund Loan and WIFIA Loan on or after 2017 EPA Fiscal Year. The proposer must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements.
Four copies of the Proposal are to be submitted to the City of Oak Ridge, Attention: Lyn Majeski, Finance Department, P.O. Box 1, Oak Ridge, Tennessee 37831 (Street Address: 100 Woodbury Lane, Oak Ridge, Tennessee, 37830) by 2:00 pm, Thursday December 21, 2017.
The intent of this Request for Proposals is to select equipment that will be the basis of the ENGINEER’s design that will be included in the Contract for the construction of the proposed Oak Ridge Water Treatment Plant.
Each Proposal must be submitted on the prescribed form. Complete descriptive literature, as required by the Request for Proposals (RFP), shall be submitted for the OWNER's review and evaluation.
The Proposer shall submit with the Proposal such information as noted in these documents regarding performance at existing installations, financial status, research and development, and other information as may be requested to allow the Engineer to evaluate the Proposer's qualifications. The ENGINEER or OWNER may request additional information as deemed necessary. Failure to provide such information may result in the Proposal being considered nonresponsive.
The OWNER reserves the right to reject all Proposals or any Proposal that in the OWNER’s sole judgment does not conform to the intent and requirements of the Request for Proposals, system requirements, and specifications; and the right to delay, cancel, or postpone the Proposal selection. The OWNER also reserves the right to accept the Proposal that in the OWNER’s sole judgment is best suited to its needs and to waive any informality or technicality it deems in its best interest. The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Request for Proposals.
It is anticipated that the Proposer ranked highest by the OWNER on the basis of the Proposal will be selected to enter into the Agreement with the OWNER for Proof Pilot Testing and Design Assistance Services as specified herein, and after the General Contractor is selected and contracted for the full-scale construction work, the Proposer must subcontract with the General Contractor with the defined scope, price, and terms and conditions that will be included in the Construction Contract documents. The successful Proposer's Membrane Filtration System (System) will be used by the ENGINEER as the basis of design for the proposed City of Oak Ridge Water Treatment Plant.

Proposers are advised that responses to questions will only be official and binding where issued in a formal written addendum.

The City of Oak Ridge, Tennessee (the City) will receive Sealed Statements of Qualifications for selection of a Professional Consultant Firm for Stormwater Utility Study. The City intends to select the most qualified firm per the evaluation criteria.
The City will be accepting the sealed Statements until 4:00 p.m., Local Time, on January 19, 2018.
Submit four (4) paper copies and one (1) copy in electronic format of responses completed according to the format prescribed by the City. After review of all accepted responses, firms selected on the basis of their qualifications may be invited to participate in an on-site interview. Final selection will be made in accordance with the policies and administrative directive of the City and other applicable statutory provisions.
